One of the novelties in the field of advertising and transparency of the new LCSP is the obligation to publish in the profiles of contractors, at least quarterly and in an aggregated manner, information relating to minor contracting, as well as the formalization of orders through own means of an amount greater than €5,000.00 and less than €50,000.00. Likewise, the awarding of contracts based on a framework agreement and specific contracts within the framework of a dynamic procurement system must also be published quarterly.

The PSCP incorporates the functionality of making the publications of minor contracts, contracts based on framework agreements and the commissions with own means mentioned, by means of a spreadsheet file that users must publish in the respective Contractor Profiles.

The publication of the data must be done from the template that can be downloaded from the management tool itself (in order to be able to retrieve the data in the structured data box in the PSCP, structured templates cannot be used different from the one incorporated in the management tool). In the case of the minors workforce, it can be re-used, later due to the massive load of minors in the RPC.

Important note : the numbers of identification documents (NIF/CIF) included in the template/management tool must be the real ones. In the case of NIFs of natural persons, PSCP itself will leave them pseudonymized in the publication:

1.- Publication of information relating to minor contracts, which must be done at least quarterly, with the information established in article 63.4 LCSP:

The PSCP allows an aggregated publication with all the minor contracts of the period. This type of publication is reported at the basic data level when creating a new bidding space, by selecting Contract - Aggregate publication phase - Minor contract:

There are two ways to fill in the table with the list of minor contracts:

Entering the contracts one by one through the + button (Add contract) and filling in the form data.

By downloading the template you will find in the management tool (other templates or files cannot be used for correct data import) and filling in at least the mandatory columns (those marked in green). Once the spreadsheet has been filled in, you must select it and click the Import data button to transfer the data to the list of contracts.

After importing the data through the template, the imported fields can be edited through the contracts table.

Article 63.4 LCSP states that the publication must be made at least quarterly. In the section "Description of the publication" it is necessary to indicate the period to which the publication corresponds.

2.- Quarterly publication of the awarding of contracts based on a Framework Agreement, which must be done within 30 days of the end of each quarter:

The PSCP enables the possibility of making an aggregate publication with all contracts based on framework agreements for the period. This new type of publication is reported at basic data level when creating a new file, by selecting the "Based on framework agreement" procedure

3.- Publication of information relating to commissions with own funds, of an amount greater than 5,000 euros and equal to or less than 50,000 euros, VAT excluded, which must be done at least quarterly, with the information established in article 63.6 LCSP

The PSCP makes it possible to carry out an aggregated publication with all orders to own means, for an amount greater than 5,000 euros and equal to or less than 50,000 euros, excluding VAT, during a certain period. This type of publication is reported at the basic data level when creating a new file, when selecting the publication type "Own orders".

Edit aggregated posts:

Once an aggregate has been published, an amendment can be made to the publication. In this case it will not be possible to re-upload any excel file (the button to select the file will be disabled) , the changes must be made directly to the information by editing the data box for the list of contracts.

In the event that there is an error in the entire publication of the table, an error override of this publication must be performed (this action will cause the contracts in this publication to stop being indexed in search of the Portal) and create a new one with the correct table
