Each phase, from the start until a file is published, goes through the following states:
- "Draft" status . It is the initial state. Both editor and validator can modify
the data. - "Pending to publish" status . Only the validator can modify the data.
- "Returned" status . Both the publisher and the validator can modify the data.
- Status "In publication" . The phase is ready to be visible on the Portal (when the date and time of publication indicated by the user arrives).
- "Published" status . The phase appears published on the portal
