The electronic bidding tools of the PSCP allow the configuration of procedures for the presentation of offers in different phases. From the configured initial phase, it will be possible, from Bidder Management, to open negotiation phases by alternating between the two electronic bidding tools, as appropriate.
The initial state of the phase is "Created" and once the edit is done it must be changed to the "Started" state in order for it to be published.
